You want as little pressure in the system as is possible so the fact you don't see the gauge move, but you get steam to all of the radiators is a GREAT thing. The boiler must be properly sized and working well. The Pressuretrol should actually be a safety devise and should not have to control the pressure in a system that is properly sized.
